: This study wasn’t submitted to nor approved by a local ethics committee or institutional review board. In fact, ethical approval was not applicable for the conduction of this study, as deemed unnecessary according to national regulations. Regional authorities, as Regional Health Agency of Marche Region, is obliged to monitor health care activities delivered in the regional territory through specific performance indicators, to verify compliance with essential levels of care, as stated in the Ministerial Decree of the 12 March 2019 ( ) and in several regional acts, of which the most recent one is the Regional decree n.1634/2023. In details, data used to compute these performance indicators are derived from the Health Administrative Databases (HADs) used in the present study. Moreover, the participation of Marche Region in the JADECARE project has been approved by the regional act n. 1545/2019, that, coherently with the Ministry of Health Decree N.77/2022 ( ), addressed the Italian regions to work on health risk assessment. Access to and analysis of the data was carried out in compliance with the General Data Protection Regulation (GDPR), art. 9 on relevant public interest related to the purpose of planning, managing, controlling and evaluating health care (item g), as well as for archiving in the public interest, for scientific research or statistical purposes (item j).
