: This study, including the consent process, was conducted in compliance with the ethical principles outlined in the Declaration of Helsinki. The research protocol was approved by the National Centre for Research Data (26/03/2020, Reference 137889) and the Faculty Ethical Committee (FEC) at the Faculty of Health and Sport Sciences, University of Agder (UiA), both of which served as the Institutional Review Board (IRB) for this study due to the low risk posed by the interviews. Informed consent was obtained from all ECEC managers and participating staff involved in this study.
