: This research is part of the project identified by the Code of Ethics IR.RCS.REC.1402.018, approved by the Iranian Red Crescent Society. For this study, the ethics committee recognized the open-access nature of the data obtained from international databases. As a result, they waived the necessity of obtaining individual consent from participants. This decision is consistent with established research ethics practices, especially when working with large datasets that do not reveal personal identifiers. The committee’s waiver was based on the understanding that the public availability of the data reduces potential risks related to participant confidentiality. The investigation was carried out at the Research Center for Emergency and Disaster Resilience, which operates under the auspices of the Red Crescent Society of the Islamic Republic of Iran, located in Tehran, Iran.
