: Ethical approval for the study was obtained from the Busitema University Research Ethics Committee (Reference number BUFHS-2023-145) and the Uganda National Council of Science and Technology (UNCT) (Reference number HS3947ES). The application for a waiver of consent was approved by BUFHS REC because the study used secondary data. Permission was also obtained from the District Chief Administrative Officers in Mubende and Kassanda districts to access outbreak records and extract data for the study.
