: This study was conducted in accordance with the ethical principles of the Declaration of Helsinki and the institutional guidelines of the Korea Disease Control and Prevention Agency (KDCA). Ethical approval for the use of surveillance data was obtained from the Institutional Review Board of the KDCA (IRB No. KDCA-2025-02-05; Approval No. KDCA-2025-02-05-PE-01). The IRB waived the requirement for written informed consent because the study involved a retrospective secondary analysis of fully anonymized surveillance data collected through the national HIV testing and surveillance program. All data were irreversibly de-identified prior to analysis, and no personal identifiers or sensitive individual-level information were accessed or recorded at any stage of the study.
