: This study was conducted in accordance with the principles of the declaration of Helsinki and was approved by the University of Zambia Biomedical Research Ethics Committee (UNZABREC) (Ref. No. 4946 − 2024) and the National Health Research Authority (NHRA) (Ref. No. NHRA1083/28/03/2024). Additionally, permission was obtained from the Copperbelt Provincial Health Office under the Ministry of Health (MOH) and other organisations that were sampled. Participants were informed about the study’s purpose and their rights. Informed written consent was obtained from all participants before conducting interviews. Confidentiality was maintained throughout the data collection process and beyond. Study data, including audio interviews and transcripts, were stored on a password-protected computer. To further ensure anonymity, participant names and positions were withheld.
