: The ethical clearance for the research was granted by the National Ethics Committee for Health Research (NECHR), Ministry of Health, Royal Government of Cambodia (RGC) (ref no. N33NGCHR). In addition, permission to conduct FGDs in prison settings with audio recordings was further obtained from the General Department of Prisons (GDP), Ministry of Interior, RGC. The study was conducted in accordance with the ethical principles outlined in the National Ethics Guidelines of Cambodia. We also sought both oral and written consent from each participating health staff member and official. The moderators firmly emphasized the voluntariness to participate, confidentiality of the disclosed information such as anonymity in storing, reporting and publishing, safe storage of data, and options to withdraw from the study at any stage without negative consequences.
