: The study protocol was reviewed by the Johns Hopkins University Bloomberg School of Public Health Institutional Review Board and determined to constitute Key Informant Research rather than Human Subjects Research (IRB record 26540; October 4, 2023). This work was conducted according to the principles outlined in the Declaration of Helsinki and The Belmont Report. Because the activities did not meet the regulatory definition of human subjects research, formal written informed consent was not required. Participation in group model building workshops was voluntary, with participants contributing in their professional or stakeholder capacities and informed of audio recording and documentation of meeting summaries.
