: The SingHealth Centralised Institutional Review Board (CIRB) reviewed our study protocol (CIRB Ref: 2020/3039) and determined that the application does not require further ethical deliberation because this is a programme evaluation project. Informed consent was obtained from all study participants prior to interviews. Study team members signed a confidentiality agreement to guarantee the privacy of all information. To maintain confidentiality of the research participants, analysis was conducted only on de-identified data.
