Ethics approval and consent to participate: Ethics approval was granted by the National Council of Social Service Ethics Review Committee under expedited review (NERC/009/2025). This study adhered to the Declaration of Helsinki guidelines. Written informed consent was obtained from staff participants through a participation consent form. Participation was voluntary and revocable without penalty. Data were analysed in aggregate and not used for individual performance evaluation. Participants were anonymized using alphanumeric codes (e.g., DOC1Q, NUR3Q).
