Ethics approval and consent to participate: The study received ethical approval from the Ethical Review Committee of the School of Pharmacy, College of Health Sciences, Addis Ababa University (ERB/SOP/39/11/2018). Health facility administrators granted permission for the study to be conducted in the facilities. All key informants provided verbal informed consent for participation after details of the purpose and design of the study were described. The study was conducted according to the Declaration of Helsinki. Confidentiality was ensured by avoiding participant-specific identifiers.
