: The senior authors (MM and IB) are health workforce researchers with an interest in policies related to internationally trained professionals including IMG. To protect confidentiality, each participant is identified by a numerical code and, where applicable, we edited quotations (indicated by square brackets) to obscure potentially identifying details. Changes were reviewed by co-authors to ensure that we did not change the meaning of the quotation. Informed consent was obtained from all interested participants by a research assistant prior to their participation in the interviews.
