In accordance with VA institutional requirements, [ ] the Veterans Health Administration Office of Rural Health Acting Executive Director determined this work to be a quality improvement project exempt from Institutional Review Board oversight. VA employee unions reviewed and approved the interview guides. Participation was voluntary with the option to withdraw at any time. Interviewers obtained verbal consent at the start of each interview. All data remained confidential to the evaluation team.
