: This study was approved by the Ethics Committee of Guangdong Second Provincial General Hospital (Approval ID: 2025-KY-SQ-160). All procedures performed were in accordance with the ethical standards of the institutional review board and with the Declaration of Helsinki. As an educational research study involving expert participants, particular attention was paid to ethical issues related to data collection, confidentiality, and voluntary engagement. Before each Delphi round, all participants received a detailed information sheet outlining the study purpose, procedures, and their rights. Written informed consent was obtained from all participants, confirming their voluntary participation and right to withdraw at any stage without consequence. To ensure confidentiality, all data were anonymized using unique identification codes, and any information provided by participants who withdrew was permanently deleted. No personally identifiable information will be included in any publication or public dataset.
