: Ethics clearance was obtained from the Gulu University Research Ethics Committee (GUREC) under Ethical approval Number GUREC-2023-528. The study was also registered with the Uganda National Council for Science and Technology (UNCST). Waiver of consent was sought from GUREC for the document review. We sought and obtained written informed consent from all individuals who took part in the study. Access to the program documents during the desk review was restricted to only the research assistants/data clerk and the second last author (ESO), the external evaluator.To protect the privacy of the participants, no personal identifiers were collected during the data collection process. All interviews were audio recorded upon receiving verbal consent from the individual participants and backed by field notes. These interviews were done in private spaces at the participants’ workplaces. All data collected during this evaluation and were stored under lock and key. Any electronic information was stored on a password-protected computer.
