: Ethical approval to conduct the study was obtained from the School of Biomedical Sciences Research Ethics Committee of Makerere University College of Health Sciences (SBSREC – 831) Administrative clearance was obtained from the Research Ethics Committee of both the private and public hospitals. All participants provided written informed consent to participate in the study for the key informant interviews. Informed consent was waived for the direct observation of the emergency staff, but administrative clearance was obtained from the heads of the Accident and Emergency Units at both the public and the private hospitals.
