Ethics approval and consent to participate
: Ethical approval was granted by the institutional review board of Jimma University (ref.IHRPGC/799/207) on 03 April 2017. Then a permission letter was obtained from Oromia regional health bureau, East Wollega Zonal health office, and the Woreda health office sequentially. Finally, the health facilities were communicated using letters received from higher officials. During data collection, the professional and social ethics were maintained, and the names of the facilities and personnel involved in the study were not stated on the data collection tools. The participants were asked to sign a consent form to confirm their willingness to take part in the study.
