: This study was conducted in accordance with the Helsinki Declaration and the Committee on Publication Ethics (COPE) guidelines. Ethical approval was obtained from the Kerman University of Medical Sciences. For the qualitative component, the researchers obtained a specific ethical approval code (IR.KMU.REC.1403.310). Additional ethical approvals were secured for other sections of study under the codes IR.KMU.REC.1403.349, IR.KMU.REC.1402.403, and IR.KMU.REC.1401.162. Verbal and written informed consent were obtained from all participants involved in the qualitative interviews and expert panel discussions prior to data collection and audio recording.
