: In this study, the author proposed a new sampling technique and it is verified using the UCI Machine learning repository data sets. The UCI Machine learning repository is publicly free archive of datasets specifically curated for machine learning research. So, no new data sets were collected from human or animal participants, and therefore ethical approval and consent to participate were not required.
