Ethics approval and consent to participate

: This manuscript reports on work undertaken without ethical approval by a human subjects institutional review board. Ethical approval was not sought because we considered this work an evaluation activity to collect information about operational efficiencies of home-based primary care practices. The information we collected was not linked to individuals, and the evaluation activity in no way infringed on the privacy of the staff and providers in the home-based primary care practices.
