: The study, including staff interviews, was approved by the University of KwaZulu-Natal Biomedical Research Ethics Committee (BFC296/16, BFC410/15) and the University of Washington Institutional Review Board (STUDY00001466). Permission to conduct the study at the PCZ CDC was provided by the eThekwini Municipality Health Unit. No personally identifying information was collected from participants. Staff were verbally consented for interviews. Participants in the study provided written informed consent.
