Ethics approval and consent to participate
: This research was done as part of an evaluation of IDSR performance by the Ministry of Health Uganda led by the Epidemiology and surveillance division. The study was requested by the Ministry of health as part of an evaluation of the surveillance system (IDSR). We obtained verbal consent from the participants. The study protocol and consent procedure was approved by the National Task Force on Epidemics and Emergencies of Ministry of Health Uganda with technical support from Uganda World Health Organization Office.
