Ethics approval and consent to participate
: The evaluation protocol was reviewed and approved by the Institutional Review Boards (IRBs) of LSHTM (LSHTM Ethics Ref: 10152), the Ghana Health Service (ID NO. GHS- RC 04/01/15), and the University of Ghana at Noguchi Memorial Institute for Medical Research (Ethics clearance # IRB00001276). Written informed consent was obtained from all participants. Prior to data collection, appropriate community entry procedures were followed. Key stakeholders and institutions were notified using introductory letters. Two community volunteers were recruited to facilitate fieldwork in the intervention and comparison districts.All participants whose SBP was greater than or equal to 140 mmHg or DBP > = 90 mmHg, were verbally referred to the nearest health facility for confirmation of diagnosis and management. The participants consented to the publication of this data.
