Ethics approval and consent to participate
: The data used in the study are unconsented, de-identified routine service data housed by the Provincial Health Data Centre of the Western Cape Department of Health. Only aggregate data were analysed for this study. Ethical approval for the evaluation was obtained from the University of Cape Town Human Research Ethics Committee (HREC 198/2018). Subsequently, approval for release of data was obtained from the Provincial Health Data Centre as per the Data Access Policy of the Western Cape Department of Health.
