Support letters were collected from the Amhara Public Health Institute (Ref. No. HRTT02/137/2018, Oromia Regional State Health Bureau (Ref. No. BEFO/HBTPH/1–16/296), SNNP Regional State Health Bureau (Ref. No. PMG-37- 186/801) and Tigray Regional State Health Bureau (Ref.
