: The Harvard T.H. Chan School of Public Health institutional review board determined this secondary analysis to be exempt from full review as it is a secondary analysis of de-identified data. The investigators of the original Ethiopian Service Provision Assessment survey 2014 obtained appropriate informed consent from the person in charge of the health facility for the inventory questionnaire, from providers for provider interviews and observations, and from clients for client observation and exit interviews. All methods were carried out in accordance with relevant guidelines and regulations.
