: The University of Michigan and Michigan Department of Health and Human Services (MDHHS) institutional review boards deemed this public program evaluation exempt from review. The evaluation of the Healthy Michigan Plan was designated by the University of Michigan institutional review board as exempt under federal rule 45 CFR 46.101(b) [5] (research or demonstration projects designed to study, evaluate, improve, or examine a public benefit or service program). Survey participants gave verbal consent prior to beginning the interview. The University of Michigan institutional review board approved the consent procedure per federal rules 45 CFR 46.116(c) and 45 CFR 46.117(c), as the work was conducted as part of a state program evaluation and the research presented no more than minimal risk to participants. Authorization to access and use of Medicaid data was conveyed through a Business Associates' Agreement between the University of Michigan and the MDHHS.
