: This research trial was approved in 2018 by human research ethics committees of JHFMHN, the Aboriginal Health and Medical Research Council (AH&MRC), and CSNSW (Protocol JHFMHN File No G561/17 & HREC/18/JHFMHN/3) including this economic evaluation. The trial was registered to the Australia New Zealand Clinical Trials Registry (ANZCTR) as trial, ACTRN12618000942257, 4/06/2018. The research was funded by the NSW Ministry of Health.
