: The study protocol was assessed by The Regional Committee for Research Ethics (2018/1080/REK sør-øst C), which concluded that the study, according to the Norwegian Act on medical and health research, did not need ethical approval [CitationRef removed]. The Norwegian Data Protection Authority approved the use of the data in this project (542881). The leaders of each out-of-hours GP cooperative in the intervention group gave consent on behalf of the participating nurses, and they informed the local nurses about the study. The consent form was approved by The Norwegian Data Protection Authority. All methods were carried out in accordance with relevant guidelines and regulations.
