: The study received approval (DP_DR 21/00011/ESV/abg) from the ICRC Ethics Review Board. The complete study protocol was shared with the Ministries of Health in South Sudan and CAR and approved by host Red Cross/Red Crescent National Societies in both countries. Written informed consent was obtained from each study participant before initiating each key informant interview. Verbal informed consent was obtained from each participant before initiating the study.
