: The purpose of our study was to identify and characterise models of care in Norwegian long-term care services and to analyse whether the identified care models vary with regard to municipal characteristics. We gathered data on the long-term care services delivered by the municipality (‘what services are provided to the public’) by asking individual municipal employees to complete a survey on behalf of their municipality. We did not collect data containing health information on individuals, or data on their opinion, experience, etc. Our study did not qualify as medical and healthcare research with the purpose of generating new knowledge about health and disease. Thus, it was not covered by the Norwegian Health Research Act and was exempt from ethic committee review following Norwegian law [CitationRef removed].The study was reported to the Norwegian Centre for Research Data (reference no. 847216) before the initiation of the data collection. The Norwegian Centre for Research Data ensures legal access to necessary personal data for research, it does not have and IRB/ethic committee. The Norwegian Centre for Research Data reviewed the study and the study material (i.e., the questionnaire and the informed consent) and concluded that the processing of personal data in the project was in accordance with Norwegian privacy legislation. Participation was confidential. The participant municipalities could be identified, but only by the researchers.The informed consent form was attached to the email sent to potential respondents, where the email text stated that by completing the survey, the person consented to participation of behalf the municipality. This was approved by the Norwegian Centre for Research Data.
