: The authors confirm that all methods were carried out in accordance with relevant guidelines and regulations. Data and analyses for Rwanda came from a concurrent related study with the same principal investigator (DSS) and funder entitled ‘Economic Analysis of Second Generation of Health Posts in Rwanda.‘ All participants in surveys and focus groups in that study gave informed consent. That study was approved by the Brandeis University IRB (Protocol #20018R-E) and the Rwanda National Ethics Committee (No. 704/RNEC/2019). Information about Kenya and Uganda was based on existing publicly reported aggregate statistics that did not report or identify person-level data. Therefore, all other aspects of this study were not human studies research. In summary, all experimental protocols were approved by the Brandeis University IRB as needed.
