: Ethical approval was granted by the Regional Committees for Medical and Health Research Ethics, REK North (2020/111946), and Norwegian Centre for Research Data (NSD; reference number 693007). The collected confidential documents regarding individual decisions were anonymised and treated as confidential, in accordance with the REK North requirements. The service allocators participating in the study were assured of confidentiality and anonymity, and written informed consent was obtained from all participants prior to participate in the study. The service allocators were informed that they could withdraw from the study at any time. All individual decision letters were anonymised before we received them. The study was performed in line with ethical standards set forth in the 1964 Declaration of Helsinki and its later amendments.
