: This study was approved by the Institutional Review Boards of the City of Philadelphia and the University of Pennsylvania, who also approved a waiver of informed consent on the grounds that (a) the research involves no more than minimal risk to participants; (b) the waiver will not adversely affect the rights and welfare of participants; and (c) this research, which was retrospective and used secondary data, could not be practically carried out without the waiver. All methods were performed in accordance with the relevant guidelines and regulations.
