: Informed consent was waived by the Institutional Review Board at the University of South Carolina as the study was classified as Exempt under OHRP Exempt Category 4- secondary analysis using de-identified administrative data.Research was conducted under the purview of the University of South Carolina's Institutional Review board which reviewed and approved all study procedures. Additionally, study procedures were reviewed and approved by the South Carolina Revenue and Fiscal Affairs (SCRFA) Data Oversight Council which oversees the collection and release of health information collected under § 44–6-170, South Carolina Code of Law. All methods were carried out in accordance with relevant guidelines and regulations.The data that support the findings of this study are available from South Carolina Revenue and Fiscal Affairs Office, but restrictions apply to the availability of these data, which were used under license for the current study, and so are not publicly available.
