: The Ministry of Health of Kazakhstan classified this study as exempt from full review by the National Ethics Committee situated at Astana Medical University (the institutional review board for the Ministry of Health) based on the nature of the study (minimal to no risk to patients whose medical records were reviewed), and informed consents were not required because alternative to informed consents, the MoH adopted a rule stipulating conditions for state-owned facilitates to participate in the study.
