: This project was presented to REK (Regional Committees for Medical and Healthcare Research Ethics; No. 533642) and underwent processing by Sikt (Norwegian Agency for Shared Services in Education and Research), thereby ensuring compliance with privacy regulations for handling personal data (No. 544851). Data were stored securely on the Services for Sensitive Data (SSD) platform, adhering to Norwegian privacy regulations. To maintain informant confidentiality, selected municipalities’ names were anonymised. All participants received written and oral information about the study and the handling of personal data, then provided written informed consent before participation. The participants were informed that their involvement was voluntary and that they could withdraw at any time without consequences. During the interviews, the participants were briefed on the interview’s purpose, logistics, audio recording use, de-identification procedures and the option of taking a break if needed.
