: The study obtained ethical clearance from the Institutional Review Board (IRB) of Jimma University (JU) Institute of Health and received a letter of support from the JU School of Pharmacy. The researchers reached agreements with three Zonal Health Departments and the Jimma City Health Bureau. They contacted the chief executive officers and medical directors of the health institutions and commenced data collection with the approval of the facility administrators. To ensure confidentiality, participants in the study provided oral consent and no identifying information attached to the tools.
