: The Regional Committees for Medical and Health Research Ethics reviewed the application and declared that the study does not fall under the Norwegian Health Research Act, reference number 461904. The Norwegian Agency for Shared Services in Education and Research (SIKT) is an administrative agency under the Ministry of Education and Research that processes these categories of applications in Norway. SIKT evaluated and approved the study to protect the privacy and data of the participants, reference number 307019. This approval includes complying with the ethical responsibilities for participants as outlined by the Helsinki Declaration []. The participants received written information about the study when the user organizations' representatives recruited them. MV gave verbal information as an introduction to the interviews and provided a fair opportunity to decline participation. The participants gave informed oral consent to the interviews on the audio tape, which was stored as audiotapes according to the regulations.
