: The study was carried out according to the principles of Declaration of Helsinki (World Medical Association, 2013). Ethical clearance was obtained from the Health Research and Development Division of the Botswana Ministry of Health in May 2022. The research permit was amended in October 2022 to account for the change in sampling approach to the DHMTs and the revised DHMT data collection instruments. Interviewed stakeholders were sent an informed consent form in advance of the interview, which they signed and returned. Before the interviews started, the interviewee confirmed that he/she consents with the study.
