: The need for ethics approval was deemed unnecessary according to national regulations. The study does not fall under the domain of the Swedish Law on Ethics including human subjects (2003:460), as no sensitive personal information was handled. This study builds on interviews with senior officials and policy-makers within the Swedish healthcare system at its regional level and related policy documents. The analysis focuses on policy and organisational issues. The study was initiated by the Swedish National Board of Health and Welfare and was designed in close collaboration with their representatives, following both research guidelines and the authority’s regulations. All informants gave an oral informed consent on the use of data. No personal data was requested from the informants. Nonetheless, the study has been carefully designed to safeguard any ethical issues, as no personal information was gathered, and the structure of the interviews followed the recommendation of a respectful and inclusive language. All methods were carried out in accordance with the Declaration of Helsinki.
