Ethics approval and consent to participate
: This study was conducted in accordance with ethical research principles and approved under the umbrella study titled “Integrating Eye Health into Rwanda Performance-Based Financing (PBF): A Mid-term Review”, granted by the Institutional Review Board of the College of Medicine and Health Sciences, University of Rwanda (Approval No: 119/CMHS IRB/2025, dated 12 February 2025). Authorization to access and use aggregated, de-identified data from the cataract business case was obtained from the Ministry of Health. No individual-level or identifiable data were collected, and informed consent was not required.
: The study adhered to the Declaration of Helsinki to this effect in the ‘Ethics approval, The requirement for informed consent to participate was waived by the institution Review Board of the college of Medicine and health sciences, University of Rwanda (Approval No: 119/CMHS IRB/2025, dated 12 February 2025) therefore no individual level or identified participants data were collected in this study and this is in accordance with national ethical regulations.
