Ethics approval and consent to participate: Ethics committee or institutional review board (IRB) approval was not required for this study. The project had a system-level, non-interventional implementation and methodological development character and did not constitute clinical research or a medical experiment involving patients. During the pilot implementation, healthcare professionals in participating rehabilitation centers entered patient functioning assessment data into an IT system developed and administered by the National Health Fund (NFZ). These activities were conducted as part of routine clinical documentation and service provision. The authors of this study did not have access to individual-level or identifiable patient data at any stage of the project. All analyses were performed exclusively on fully anonymized and aggregated data, representing secondary use of data generated by the system. Patient consent, in accordance with applicable national regulations [ , ] and standard clinical practice, concerned hospitalization and related medical procedures — and was unrelated to this study. It was administered locally by healthcare professionals. Participation of healthcare professionals in qualitative interviews conducted as part of the implementation process was voluntary, and informed consent was obtained from all interviewees. The study was conducted in accordance with the principles of the Declaration of Helsinki.
