: The policy analysis took place in response to findings from and as an output of the Care and Prevent study. The Care and Prevent study received ethical approval from the London Bridge Research Ethics Committee, the Health Research Authority [17/LO/0872] and the London School of Hygiene & Tropical Medicine Observational Research Ethics Committee [12021]. Separate ethical approvals specific to this policy analysis were not sought, given this piece of work does not meet the criteria for research requiring ethical approval as defined by the UK Policy Framework for Health and Social Care Research [].
