: The policy analysis took place in response to findings from and as an output of the Care and Prevent study. The Care and Prevent study received ethical approval from the London Bridge Research Ethics Committee, the Health Research Authority [17/LO/0872] and the London School of Hygiene & Tropical Medicine Observational Research Ethics Committee [12021].
