Ethics approval and consent to participate: Ethics approval was not required because only non-identifiable secondary use administrative data and publicly available data was used in this study. Completion of the Health Research Authority (HRA)’s online decision toll confirmed that NHS Research Ethics Committee (REC) review was not required. The research protocol did, however, undergo detailed review by NHS Digital before access to the Community Services Data Set (CSDS) and Hospital Episode Statistics was granted (DARS-NIC-482271-S6S1V-v1.5).
