: The need for ethical approval was waived by the ethics Committee of Kantonale Ethikkomission Bern (Swiss Ethics Committee on Research Involving Humans), Req-2025-00426 , in accordance with the Declaration of Helsinki. We provided all participants with prior information about the study; participation was voluntary and could be withdrawn at any time during the research process without any consequences for interviewees. Participants were assured anonymity and confidentiality to encourage honest, open discussions on their perspectives and experiences. We conducted interviews either in their place of work or online. All participants provided written or verbal informed consent and included a statement that they had authority to discuss their organisational policies and processes.
