Change Details: In this article, table legend text was inadvertently included as part of the captions for Tables 2 and 3. In Table 2, the text 'Key informants include doctors, nurses, hospital administrative officials, and MoH officials' was moved from the caption to the table legend. In Table 3, the same action was taken on the text 'Reasons for ineligibility or rejection from the Amnesty program included statelessness, lack of birth registration in Belize or other country of origin, as provision of identification documents are required for the application'. The article has been updated to rectify the errors.
