The results eminating from seven of the eight national level assessments summarised in the maniscript involved multistakeholder advisory groups (which included OAT expert clients) to inform the design, implementation and validation of the assessment reports. In 2023, Ukraine’s re-assessment did not involve an advisory group; however, the results were summed up with partners and the report went through a review process including by the Public Health Centre under the Ministry of Health and the Global Fund. All experts being interviewed for the assessment purposes and participated in focus groups in the four countries signed informed consent forms.
