The study was approved by the Monash University Human Research Ethics Committee, Melbourne, Australia (phases 1 and 2 project ID: 35901; phase 3 project ID: 38254). In phases 1 and 2, written and verbal informed consent were obtained from all study participants. In phase 3, an implied consent process was utilised, where it was assumed that panel members consented to participate by continuing in the first and second rounds of the Delphi survey.
