Ethics approval and consent to participate
: The training was implemented as part of public health practice involving educational tests with survey procedures, and was therefore determined by the Johns Hopkins Medicine Institutional Review Board (IRB00212633; Federal Wide Assurance # FWA00005752-JHUSOM) to be exempt research under the Department of Health and Human Services regulation, 45 CFR 46.104(d)(2) (ii). Because the data analyzed in aggregate as part of public health practice involving educational tests with survey procedures for purposes to analyze a training implemented by the National Department of Heath of South Africa, informed consent was not required, and described in detail in the manuscript in the section titled “Ethical review”.
